Back-story:

CTU (Counter Terrorist Unit) is trying to stop the release of a deadly virus that terrorists, led by Stephen Saunders, are threatening to unleash across the country. Saunders has contacted President Palmer and demanded that he have CTU’s Regional Director, Ryan Chappell, executed. Episode 18 opens with Jack Bauer attempting to capture Saunders before the deadline.
